Not a scouting verdict

Development bands ("College Track", "Elite Outlier") describe how a profile compares to population curves. They do not predict outcomes, offers, or careers. The gap between a number and an outcome is filled by years of work the scan cannot see.

Young athletes

Scores for growing athletes are especially uncertain, because growth itself is. A low score at 14 says almost nothing about 18. That is exactly why headroom is part of the model.
